Main Purpose of Job

Maryland’s Interagency Commission on School Construction (IAC) is recruiting a seasoned facilities professional with strong communication skills, operations and maintenance expertise, and a commitment to public service for a new leadership position at a pivotal time for this independent State agency. The Regional Facilities Manager guides and supports all assigned Local Education Agencies’ (LEAs’) facilities planning, design and construction activities to help each assigned LEA maintain an educationally sufficient and fiscally sustainable portfolio of facilities.

POSITION DUTIES

This position visits existing schools and construction projects, advises LEAs and IAC staff in all matters related to school facilities from concept planning to construction and through maintenance and operations, including building system replacements. This advisory management position assists in the development of strategies for ensuring safe, healthy, and educationally sufficient school facilities including their capital and operational funding, facility management procedures, proper staffing ratios, and the entire facility management process. Reporting regularly to the Executive Director and assigned managers on findings and recommendations for improvement, and corrective action, including the development of reports and testimony to the Interagency Commission, the Administration, and the General Assembly on behalf of the Executive Director. This positions provides a substantial level of analysis and information to make funding decisions related to both simple and complex projects.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree from an accredited college or university in a technical, scientific, or engineering discipline such as Architecture, Engineering, Construction Project Management, or a related field. 

EXPERIENCE: Five years of experience as a Facilities Manager, Construction Project Manager, Engineer, or comparable qualified professional whose work has involved design, construction, operations, repair, and maintenance of buildings or system services, experience in team management and leadership, and the use of computer or web-based facility management systems such as Computerized Maintenance Management Software (CMMS) or Enterprise Asset Management (EAM software). 

NOTES: Two years of additional experience as defined above may be substituted for the required Education

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in building system, Local, State & National codes 

Experience in drawing review & construction technology/management. 

Software skills in Project Management such as Microsoft Project, Excel, and presentation graphics
