Main Purpose of Job

The position’s primary function is to provide assistance to the Director of Finance/CFO and the Assistant Attorney General (“Board Counsel”) appointed to represent the Board of Trustees (the “Board”), as well as a variety of other duties, which include (but are not limited to) the following: assisting with the preparation of MSRP’s Annual Comprehensive Financial Report (“ACFR”); conducting a variety of research and analysis; preparing reports; monitoring the collection of operating revenues and the proper reconciliation and recordation of investment activities, reimbursements, etc.; monitoring and providing appropriate updates on pertinent legislation; preparing official Board documents; preparing memoranda and other written communications; working on various special projects, as assigned; and advising and providing updates and/or recommendations to the Executive Director and other MSRP senior leadership.

This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience and/or training in conducting general research and/or basic legal research.

Two years of experience with the State's legislative process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
