Main Purpose of Job
This position performs and completes desk reviews and quality control reviews of independent audit reports prepared by independent accounting firms for Local School Systems (LSS), community colleges, and various nonprofit organizations to assure that the Maryland State Department of Education (MSDE) subrecipients are in compliance with OMB Uniform Guidance requirements and Government Auditing Standards. Also, performs and completes federal and state program audits of the MSDE federal and state grant subrecipients.
POSITION DUTIES
Reviews
audit reports prepared by independent accounting firms to determine whether the
reports submitted meet state and federal standards using the American Institute
of Certified Public Accountants (AICPA) guidelines, federal and state
government laws and regulations, and other accounting/auditing pronouncements. Summarizes
the results of desk reviews and compiles information in Annual Reports for use
by the MSDE personnel and the Maryland State Legislature. For LSS, reconciles expenditures and revenues per audit
report to the consolidated annual financial report submitted to the MSDE to
ensure that information used by the MSDE in calculating the State Formula
Funding and other statistical information is reliable. Reviews
working papers of independent accounting firms to ensure that the audits of the
Boards of Education, other MSDE subrecipients were conducted in accordance with
federal and state laws and regulations and applicable AICPA guidance within a
prescribed timeframe.
Subsequent to fieldwork, summarizes
results of quality control reviews and issues letters to accounting firms and
auditee suggesting ways to improve subsequent fiscal year audits or indicating
acceptance of the work performed. Performs
audits of the MSDE grant subrecipients’ accounting records and program
documentation to ensure that federal and state funds were used in compliance
with applicable laws and regulations.
Prepares working papers and writes letters and/or reports to auditee
suggesting ways to improve the operation of the accounting office or applicable
program.
Summarizes the results of
the audits and compiles information in Annual Reports for use by MSDE
personnel, legislative auditors, and the independent auditors performing the audit
of the State of Maryland. Perform other duties as assigned, including various
special projects, preparation of reports, analysis of data, etc., in response
to special requests by the Director of Audit, MSDE personnel, legislative
auditors or others.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Two years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or Master's degree in accounting from an accredited college or university for one year of the required experience.
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

- Two years of experience with interpreting laws or regulations
- Two years of experience performing financial or compliance audits

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
