Introduction

The goals of the State Ethics Commission, as established by the Public Ethics Law, are: to ensure the public has the highest trust in its State officials and employees and to assure the public that decisions are made impartially and with independence of judgment;  to ensure State business is conducted free from improper influence, or even the appearance of improper influence;  and to prevent conflicts of interest by administering public disclosure programs and standards of conduct for State employees, officials and lobbyists.

This is a special appointment position.

Annapolis, MD 21401  (until approx. January 2022)

POSITION DUTIES

The main purpose of this position is to assist the General Counsel for the State Ethics Commission.  The responsibilities of this position include legal analysis; substantial drafting of regulatory documents; providing advice and review in local government/school board matters; advising State employees and officials on secondary employment and other conflicts of interest advice requests; performing some investigative and legal research; conducting telephone and personal interface with officials and employees in State and local government, lobbyists and citizens inquiring about the Ethics Law.  This position is involved in providing presentations on the Ethics Law and provides mandatory training for State employees and lobbyists regarding the Ethics Law.  This position assists the General Counsel in providing legal advice to the Commission in enforcement matters.  This position assists the General Counsel in the supervision and training of other staff members.  This position is involved in investigating and presenting enforcement matters to the Commission if Staff Counsel and the Executive Director are absent or recused from the matter.

Assistant General Counsel will work with and report directly to the General Counsel with responsibility for assisting in providing advice to State employees, regulation drafting, and review of local government ethics ordinances.  

MINIMUM QUALIFICATIONS

Education:  Must be an active member of the Maryland bar.

Experience:  At least two years of recent legal experience.
