Main Purpose of Job

This position acts as the State Autism Coordinator and initiates, develops, and implements the goals, policies and procedures of Maryland's delivery and coordination of services and programming to Marylanders with autism and their caregivers.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Acts as the State Autism Coordinator and initiates, develops, and implements the goals, policies, and procedures of Maryland’s delivery and coordination of services and programming to Marylanders with autism and their caregivers;

Acts as the “Chair” of the State’s Advisory Stakeholder Group on Autism-Related Needs and provides administrative support to this advisory group; 

 In consultation with the Advisory Stakeholder Group on Autism-Related Needs, identifies and evaluates existing public, private, and nonprofit services for individuals with autism and their families; 

Develops a strategic plan for addressing autism-related needs in the State, including, at a minimum, needs in the areas of employment, housing, health care, training for first responders and criminal justice professionals, and identification and intervention; 

Identifies national benchmarks and other performance measures to be included in the strategic plan and used in evaluating the success of the State in addressing autism-related needs; 

Monitors and evaluates the implementation of the strategic plan and the success of the State in addressing autism-related needs, including success in meeting national benchmarks; 

Develops and establishes performance measures for the strategic plan that (1) reduces the unemployment and underemployment rates of people with autism, (2) improves postsecondary school transition services and graduation rates, (3) increases degree-granting college admission and participation and postsecondary vocational internships and apprenticeships leading to licensure, (4) increases the availability of safe, affordable, and accessible housing; 

Develops and establishes performance measures for the strategic plan that identifies and reduces the negative physical and mental health outcomes of people with autism including: identifying and improving caregiver and family support and respite services; 

Evaluating need and implementation strategies for the adult autism waiver;  

Reducing wait time for the Autism Waiver Registry; 

Promoting social inclusion and understanding for people with autism; and ensuring equitable access to diagnostic and therapeutic support services in rural areas and underserved populations; 

Evaluates the need for and making recommendations regarding training programs for law enforcement, criminal justice professionals, or other first responders that address the effective recognition of and response to the need of individuals with autism and their caregivers; 

Prepares a variety of reports and statistical data on the development, implementation, and effectiveness of the strategic plan and establishes an organizational vision in implementing the plan in a continuous changing environment; 

Oversees the daily operation of State’s autism delivery service and coordinated programming, including annual planning, staff selection and training, advisory group and partner training, program evaluation, and communications; 

Develops and promotes public education and awareness of autism issues and concerns;

Appears before State, federal, and local officials to advise and discuss the needs and concerns of Marylanders with autism and their care providers; 

Acts as State autism representative before advocacy organizations and other government and non-governmental partners; 

Leads research on autism policy issues and ensures all legislation, regulations and other developments on autism issues are monitored and tracked; 

Ensures autism affairs/issues and advocacy groups’ efforts are coordinated and integrated through cross-functional collaboration across the State of Maryland; 

Manages the financial resources of the State’s Autism program to include the application and administration of State and federal grants to fund program initiatives.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved working in programs dealing with Autism related needs for individuals and their families and the supervision of other employees.   

Notes
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education. 
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Previous experience chairing committees on Autism related needs.

Previous experience in strategic planning.

Experience managing grants.

Experience preparing reports and statistical data.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
