Main Purpose of Job

The primary purpose of this Project Manager is to manage the New Development projects and process modernization, to include implementation, maintenance, adoption, practice and enforcement of Information Technology policies for the protection of devices, applications and data (Analog & Digital) within the Maryland Department of Health Office of Enterprise Technology (MDH OET).  This position serves as the resident management expert on technology practices, services, and solutions that are available and recommended for MDH OET infrastructure and applications.  This position works with DHS’s IT Teams, Department Leadership, and DHS program administration to ensure that the projects meet the business objectives, mitigation of risk factors.  It also ensures new business development continuity in the event of duplication of IT efforts.

This position will oversee cross-functional teams of staff and contractors.   This position will also represent MDH OET, with other Maryland departments, external stakeholders, and federal agencies, and serves as a point of contact  for escalations from various stakeholders.  Use of independent judgement is required to plan, prioritize, organize, and delegate a diversified workload in a fast-paced project environment.  This position must deal diplomatically with a diverse group of internal and external stakeholder groups to ensure that technology projects are aligned with strategic and measurable outcomes, including enhancing customer service, increasing efficiency of operations, and cost savings measures. This position conducts other IT duties as assigned by management.


Candidates must possess a bachelor's degree from an accredited college or university and 6 years of health or human services professional experience, including 3 years at a supervisory or management level.

A Master's degree will substitute for one year of the general experience.  A Doctorate will substitute for two years general experience.  Additional experience will substitute year for year for the college degree.


Preferred candidates should possess the following:

  • Experience managing a large multi-million-dollar portfolio (both federal and non-federal) for a state agency; and,
  • APD Process Ability to manage large groups of staff including contractors (Contract Management).


This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
