Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems.  The System has over 400,000 participants (customers), including 194,000 members who are actively employed and participating in the System, 169,000 payees who receive a monthly payment from the System, and 48,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The Agency is seeking an experienced accountant to add to its Finance Division.   Primary duties include efficient and accurate General and Subsidiary Ledger accounting and reconciliation of Billings and Accounts Receivables, Accounts Payables, Pension Trust Contributions, Benefit Payments and Administrative Expenses. Candidates must also have prior experience performing full cycle monthly and year-end General Ledger closings in accordance with generally accepted accounting principles (GAAP); preparation of financial statements, graphs, charts, presentations and communications both for internal and external distribution; research and resolution of complex problems and sensitive issues and the ability to exercise creativity in devising solutions to problems. Prior auditing experience is a plus. Must also maintain organized and concise records and supporting documents, reports, and records and will assist in responding to audit inquiries and requests. 

 

This is a contractual position that will serve at the pleasure of the agency appointing authority.

Main Purpose of Job

To manage the Participating Governmental Units (PGUs) employers contribution billings and collections of the accounts in accordance with the ANNOTATED CODE OF THE PUBLIC GENERAL LAWS OF MARYLAND – state Personnel and Pensions and the agency policy; to prepare the quarterly and annual Federal Census reports and to manage the unit’s fixed assets in accordance with the Generally Accepted Accounting Principles; to advise/consult administrators and directors on matters related to employers contributions and other billing concerns and to act as the liaison to PGUs and the consulting actuary. Additionally, this position prepares and analyzes complex monthly and annual reconciliations of accounting data critical to the accurate maintenance and reporting of information on the Agency's accounts receivables, fixed assets, and central collections accounts.

POSITION DUTIES

To include but not be limited to the following:

  • Accounts Receivables Billings, Collections and Reconciliation
  • OPEB and ORP Accounting and Reporting
  • Maintenance of the Finance Divisions Procedural Manuals
  • Special Financial Operations Audits and Reviews
  • Other Finance Division special projects and/or duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years of accounting and auditing experience working with multiple financial systems preparing, processing and/or reconciling general ledger accounts; generating financial reports and/or preparing financial statements and related note disclosures; reviewing and implementing technical accounting and disclosure standards.
  • Two years of experience and proficiency working with the State of Maryland financial systems (i.e. FMIS (R*STARS/ADPICS), Maryland Workday Timekeeping/Payroll), as well as integrated module based ledger accounting systems (e.g. Traverse, Quick Books, Great Plains, Oracle, SAP, etc.).
  • Experience substantiating financial decisions through analysis of records, reports, and other financial documents.
  • Experience preparing written summaries, memorandums, letters that explain the meaning of the financial information developed and/or analyzed by the accountant.
