Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Program Director, Navy, in its Office of Military & Federal Affairs, within the Division of Business and Industry Sector Development.

 

This is a contractual position.

Main Purpose of Job

The primary function is to provide policy guidance to the Department related to issues of military bases and Federal facilities’ vitality, defense, expansion, protection, and redevelopment.

POSITION DUTIES

This position will monitor State and Federal actions which impact Maryland military installations and Federal facilities; promote the mission of military installations and Federal Facilities; participate in local military alliance and redevelopment organizations; leverage support from members of Maryland's Congressional Delegation and the business community; cooperate and collaborate with Federal facilities to ensure job creation, business expansion, and mission support. Incumbent will serve as State Liaison to 6 US Navy installations and the US Coast Guard Yard, coordinate Sate agency interaction; Liaison to 3 US Navy community-based support alliances, Local Redevelopment Agencies, Association of Defense Communities; monitor and influence Federal activities and legislation that will impact State military activities such as programmatic development or Base Realignment and Closure (BRAC). Other duties: conduct and support agency’s efforts to market and develop new businesses nationally and internationally through leveraging opportunities associated with Maryland’s federal defense presence; assist with the program performance and management of defense-related grants to further defense diversification, technology commercialization and compatible land use planning activities in the State.

The selected candidate must possess excellent written, oral, and decision-making skills; excellent interpersonal skills.  Ability to handle multiple, concurrent, and high priority projects;  ability to interact professionally with senior defense and elected officials.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in business, economic, or related field..

Experience: Five years of experience in program management or professional work. Four years of this experience involving exercising responsibility for defense programs.

Notes:

1. Additional experience in program management or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application and in response to the supplemental questionnaire regarding your qualifications.

Three (3) years experience working with the US Navy in areas involving installations and defense mission support.

Knowledge of programs and resources provided by Federal, State and local government that support economic development, technology, commercialization.

Experience working with federal and private sectors.

Possession of an advanced degree. 

Proficiency with Microsoft Office, Google Suite, or other relevant software.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
