Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks an analyst to support the management of programs and initiatives led by the Center for Payment Reform and Provider Alignment. This position will provide programmatic and administrative support for special funding programs and provider alignment programs. The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. The HSCRC leads the State's efforts to transform the delivery system and achieve population health improvement goals under the Total Cost of Care Model. Under this Model and through Maryland's unique All-Payer System, the HSCRC aims to improve health outcomes, enhance the quality of care, and ultimately reduce the total cost of care for Marylanders.

This position will primarily be responsible for: 

  • Support administration of special funding programs, including the Regional Partnership Catalyst Program
  • Assist in development and implementation of new special funding programs, including management of evaluation and award processes
  • Support design and administration of provider alignment programs, such as the Episode Quality Improvement Program (EQIP) and Care Redesign Program (CRP)
  • Support workgroup administration and management through developing PowerPoint and other written materials, organizing webinars, and scheduling meetings
  • Draft and develop reports and coordinate with appropriate internal staff, contractors, and outside parties to obtain needed information and monitor progress
  • Write and update narratives for ongoing policy developments and refinements, develop background materials, and provide ad-hoc research support
  • Provide scheduling and administrative support for the Director of Payment Reform and Provider Alignment

MINIMUM QUALIFICATIONS

A Bachelor’s degree in public policy, public health, or public administration, or a related field and two years professional work experience.  Candidates may substitute education for professional experience.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A cover letter and resume must accompany your application.  The cover letter and resume should be uploaded together under the resume section of the application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
