Main Purpose of Job

This position provides the management level of clinical psychiatric services to patients located in Clifton T. Perkins Hospital Center, the State's only Maximum Security Forensic Psychiatric Hospital.  This position functions as the sole Director of Clinical/Medical Services and manages and supervises clinical departments and program services to assure the delivery of quality patient care and compliance with standards of accreditation, licensing and regulatory requirements.  The clinical departments include:  the Medical Clinic, Psychology, Social Work, Patient Care Services Nursing, Rehabilitation Services, and Infection Control.  The incumbent will also oversee Admission and Pre-Trial.  This position will lead the Transformation to Excellence across the organization, which involves rebuilding policies, procedures and programs to improve the quality of overall patient care. This position may provide psychiatric coverage, plan, and participate in the psychiatric medical care of patients.  Duties of this position are performed in the Behavioral Health Administration in a 24/7 facility in central Maryland by a licensed and board-certified psychiatrist. 


Qualified candidates must possess at least 5 years of managerial or supervisory experience.

Qualified candidates must possess a current Maryland medical license, current Maryland Controlled Dangerous Substance Registration and certification in Forensic Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.


The preferred candidate will possess experience in the following:

  • Working in a fast-paced environment.
  • Have the ability to manage multiple priorities and responsibilities.
  • Strong decision-making and execution skills.
  • Experience managing patients of various populations.
  • Ability to adapt treatment approaches as necessary.
  • Ability to build diverse but cohesive teams.


1.  Applicants must be board certified in Forensic Psychiatry by the American Board of Medical Specialties or other Board approved by the Maryland Board of Physicians.

2. Applicants must be licensed by the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of a current Maryland medical license and board certification should be attached to the application.


Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.


This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
