Main Purpose of Job

The main purpose of this part-time contractual position is to serve as a Regional Sanitarian for the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Food Processing, in the Office of Food Protection (OFP). This position will inspect food processing facilities, including evaluating and testing equipment and processes, in order to verify compliance with State and federal laws and regulations which govern food safety.

Additionally, this position will collect food samples, serve as a member of the OFP's Rapid Response Team, and conduct pre-opening inspections for food processing plants and retail chain or franchise facilities. Furthermore, this position will provide training and consultation to industry and Local Health Departments (LHDs); conduct investigations related to foodborne disease outbreaks and complaints; and, perform studies, such as time and temperature relationships and pH assessments, in order to ensure safe food processing. 

Finally, this position will take necessary enforcement action to gain operator compliance and protect the public from adulterated and misbranded food. This position will work in partnership with industry, along with local, State and federal agencies, to promote public health and ensure that food products are produced in a safe and sanitary manner.


Education: Determined by the Maryland State Board of Environmental Health Specialists, under the licensing requirements for Environmental Health Specialists.

Experience: Four years of environmental health work experience in the promotion, control and maintenance of environmental health.


1. Candidates may substitute the possession of a Master’s degree in Public Health or Environmental Health Sciences from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work, on a year-for-year basis, for the required experience.


The desired candidate should have experience working collaboratively with State, local and federal agencies, legislators, and managers of regulated industries. He/she should also have experience navigating, utilizing and interpreting different types of databases and reports, including lab results and inspection reports, along with experience communicating findings from such results and reports. 

Additionally, the desired candidate should have professional experience with food science, food industry operations, food facility inspections, and/or conducting food safety regulation enforcement of retail, manufacturing, or processing facilities. Finally, the desired candidate should have experience with emergency response and/or preparedness.

The desired candidate should be able to work primarily in the Southern or Western region of the State of Maryland, as well as be open to traveling throughout the entire State.


1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists. A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland, and COMAR 10.60.01 through 10.60.07. The Secretary of the Department of Budget and Management cannot accept any substitutions.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
