Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is the designated State survey agency in Maryland. OHCQ issues licenses, thereby authorizing the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys, in order to determine compliance with State and federal regulations; and, provides technical assistance to providers, consumers, and other stakeholders.


This position will conduct licensure, certification, and survey activities in licensed and unlicensed health care facilities or programs, on behalf of MDH and CMS. The purpose of these activities is to determine if a facility and/or applicant is in compliance with State, federal, and local laws and regulations, standards of care, and standards of practice. This position will evaluate the quality of care and services provided to residents of Maryland’s long-term care facilities, as well as the care and services at hospitals, ambulatory surgery centers, dialysis centers, residential treatment centers, assisted living programs, and other types of health care facilities.


In addition, this position will perform administrative duties, including precepting other surveyors; interpreting regulations; providing technical assistance; participating in Informal Dispute Resolution (IDR) conferences; and, providing testimony in hearings. Furthermore, this position will lead, train, mentor, and precept other Environmental Health Specialists, while assisting in the review and development of environmental standards and regulations. Finally, this position will represent OHCQ on matters related to environmental issues. These activities directly support OHCQ’s mission to protect the health and safety of Marylanders in the health care continuum. The surveyor must understand the complexities of the health care spectrum.


This is primarily a field-based position with a variable schedule and work location, based on the agency’s needs. This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position. When not in the field, you may work from a remote work site, unless your supervisor assigns you to work in the office.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Health Specialists, under the licensing requirements for Environmental Health Specialists.

Experience: Five years of environmental health work experience in the promotion, control and maintenance of environmental health, two years of which must have involved the direction of an environmental control project and/or the supervision of positions performing environmental health work.

Notes: 

1. Candidates may substitute the possession of a Master’s degree in Public Health or Environmental Health Sciences from an accredited college or university for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Environmental Engineering classifications, or Environmental Engineering specialty codes in the Engineering and Science field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience conducting surveys, as well as experience training, mentoring, leading, and precepting Environmental Health Specialists. He/she should also have experience accurately documenting deficient practices in order to provide assistance in the review and development of environmental standards and regulations. Additionally, the desired candidate should have experience making decisions to determine health care providers' compliance with regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists. A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07. The Secretary of the Department of Budget and Management cannot accept any substitutions.
