Main Purpose of Job
POSITION DUTIES
The Staff Specialist I member of the management team in the
Office of Student Financial Assistance (OSFA) at the Maryland Higher Education
Commission, and is primarily responsible for overseeing the day-to-day
administration of the career/occupational, loan assistance repayment programs
state financial aid programs as well as programs which fund and serve unique
populations. The selected candidate will be responsible for the following
activities:
Providing direct supervision to a team of 6 staff members
and assisting in the indirect supervision of an additional 5 to 7 staff
members. Supervision includes oversight of a variety of operational functions
within the unit, including call center operations, processing of documents, and
responding to email inquiries.
Serve as a subject matter leader for the
career/occupational scholarships, waivers/scholarship for unique populations,
and loan assistance repayment programs administered within the unit and is
responsible for ensuring that such programs are administered effectively and
within the parameters of Commission policies and regulations.
Assist in managing the day to day operations for the
state’s service obligation programs and financial aid management system.
Supervises the administration of assigned scholarship and
loan assistance repayment programs by monitoring expenditures, performing
quality assurance checks by auditing award recipients, developing policies and
procedures and recommending regulation revisions to ensure awards are in
compliance with Federal and State law, and Commission policies.
Responds to students, parents, guidance counselors,
financial aid officers and business office personnel through written
correspondence, telephone responses and e-mail in order to provide general and
detailed information about programs and awards in a timely manner.
Informs students and parents of application information by
making financial aid presentations at college nights and financial aid
workshops as assigned to ensure that State residents are aware of available
programs.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: One year of administrative or teaching experience in post-secondary education programs.
Notes:
1. Candidates may substitute the possession of a Master's degree from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Doctoral degree from an accredited college or university for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Desired Qualifications:
- Has experience working in a customer service/call center.
- The successful candidate will also have experience working in a fast-paced operational environment, and is results driven.
- Applicants should possess leadership capabilities, financial aid experience with a strong background in verification, excellent customer service skills, experience managing projects with deadlines, and working collaboratively as part of a team.
- Supervisory experience
