POSITION DUTIES

The MH Professional Counselor Supervisor will develop and manage the new Behavioral Health Services unit at the Workforce & Technology Center (WTC), which prepares individuals with disabilities for competitive employment. Work in collaboration with a variety of interdisciplinary team members to review consumer referrals, assess needs and provide support to help consumers succeed in their career training programs and other WTC services.

The position will supervise and direct the staff of the Behavioral Health Services unit, which provides mental health services, addictions assessments and monitoring, as well as education and prevention programming. Individual and group sessions are done both in-person and virtually. Manage and coordinate the WTC Behavioral Health Services unit. Provide assessments, education and counseling services to consumers of the Division of Rehabilitation Services (DORS). 

Develop and implement assessment, counseling and program services. Manage contract-related services. Serve as a resource and provide technical assistance and consultation to DORS leadership and staff on the awareness and understanding of behavioral health issues. Interpret clinical assessments, screenings, and reports; and offer recommendations for vocational rehabilitation planning. Provide fiscal oversight of related budgetary operations. Supervise staff assigned to the Behavioral Health Services unit.

Coordinate and administer behavioral health assessments and screening referrals. Provide brief counseling and psychoeducation, such as early intervention or for prevention purposes via tele counseling and/or in-person. Assist with and/or create community or treatment referrals as needed. Lead and/or attend team meetings to discuss issues related to behavioral health concerns. Co-lead the Center Services Team review meetings for new vocational referrals in collaboration with the Center Counseling Supervisor.

Serve as the liaison or representative between DORS and community programs, and other state agencies. Participate in staff development, special assignments and program activities required to maintain and improve professional skills for licensure and supervising interns.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Professional Counselor (LCPC).

Experience: Three years of experience providing professional counseling to clients with mental health disorders by using assessment, evaluation, intervention, rehabilitation and treatment regimens.

Note: 1. These requirements are established by the Maryland State Board of Professional Counselors and Therapists. The Department of Budget and Management, Office of Personnel Services and Benefits does not have the authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Mental or Behavioral Health Counseling classifications or Mental or Behavioral Health Nursing and Specialist specialty codes in the counseling field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

· Training/licensure/credentialing in providing Addictions Counseling services 

· Professional experience providing leadership and program development

· Professional experience planning and providing training activities and presentations  

· Experience with supervision of staff 

· Bilingual skills including American Sign Language (ASL)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor (LCPC)

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees in this classification.
