Main Purpose of Job

This is a hybrid telework eligible contractual position reporting directly to the Deputy Director of Marketing and Strategy and working closely with the Marketing and Special Projects Manager, as well as the Office of Communications and Community Engagement team, the web developer will be responsible for modernizing the MSDE web site, and creating custom templates and webpages that utilize current modern web best practices.

POSITION DUTIES

  • Performs web analysis, integration, and must be proficient in HTML5 and CSS6, jQuery and JavaScript (among others, with a focus on user interface, user experience, and user engagement).
  • Develops web pages and templates for use in Sharepoint and Wordpress
  • Creates custom and templated responsive web pages that render correctly on all devices
  • Builds custom HTML email templates
  • Codes smooth on states, rollovers,  dropdowns, and custom layouts that showcase an  understanding of current best web practices 
  • Ensures an overall web experience that is highly responsive to stakeholders and serves as a learning and resource hub for the larger education community.  
  • Ensures MSDE has user-centered, up-to-date, and easily accessible website and tools/applications

MINIMUM QUALIFICATIONS

Education:   An Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming is desirable.

Experience: Three years of experience in web page design, development and programming. (Three years and six months of experience, two years of experience in web page design, development and programming and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems.) 

Notes:
  1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the additional eighteen months of the required experience.
  2. Candidates may substitute additional experience in web page design, development and programming on a year-for-year basis for a high school education.
  3. Candidates may substitute the possession of an Associate of Arts from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming and two years of experience in web page design, development and programming for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Proficiency in HTML5 and CSS6, jQuery, JavaScript and and other current web developer code/tools
  • Must be proficient in working with multiple CMS platforms including Sharepoint (2013-19) and Wordpress. 
  • Proficiency in  Adobe Dreamweaver and similar software to build and develop sites, sub sites, and templates. 
  • Experience and knowledge with SEO, responsive web design, web migration, Bootstrap
  • Proficiency in delivering optimal User Interface, user experience and user engagement 
  • Experience conducting usability testing to determine optimal interaction with front end

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
