Main Purpose of Job

The main role of this position as the Systems Management Provider Coordinator and Grant Monitor will be to lead and administer a variety of system level projects, including the behavioral health expansion of substance use disorder (SUD) in Howard County. Additional tasks include system level response through technical assistance to behavioral health providers, complaint/critical incident investigation/resolution with behavioral health providers, audits and performance improvement plan follow-up with behavioral health providers, and approval of uninsured exceptions. The grant monitor will assume primary grant monitoring duties, which include tracking funds, documenting program progress and deliverables contained within the reporting tool that will be shared with designated parties monthly and/or quarterly. The State Opioid Response (SOR) data reports requested by the SOR evaluation team and/ Behavioral Health Administration (BHA)/Substance Abuse and Mental Health Service Administration (SAMHSA)requires the monitor to oversee and coordinate behavioral health program SOR vendor contracts with Oxford House, Grassroots Crisis Intervention and Howard County Detention Center’s MAT project.

Work evenings and weekends as needed for special events and emergencies.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

ExperienceThree years of professional experience in health services, two years must have been in the Health Services option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the Health Services option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care   Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have:

  • Experience with grant monitoring, which includes but is not limited to tracking funding, planning, implementation and data reporting.
  • Experience collaborating with community providers in a mental and substance use setting.
  • Experience with coordinating referrals and care for consumers between community providers.
  • Experience creating and maintaining a directory relevant to care for a broad array of community providers in mental health and substance use.
  • Experience with monitoring unmet needs in the community to improve treatment and recovery support services.
  • Strong, organizational, written and communication skills.
