Main Purpose of Job

The main role of this position as the Recovery Support Grant Monitor is to provide oversight, fund tracking, technical assistance and report completion for this grant. The position will serve as the point of contact to the sub-vendors for the following programs:  Recovery Community Center, Wellness Recovery Center, Opioid Treatment Program (OTP)/Peer Support, Behavioral Health Crisis Center/Peer Support, Family Support, and Crisis Intervention Team (CIT) to ensure that implementation of all services are in accordance with the Conditions of Award funding. The budget totals approximately $615,000 and does not include salaries. This position will also address any complaint/critical incidents, investigations/resolutions pertaining to this grant, as well as conduct bi-annual site visits and maintain appropriate documentation of these visits. This position will also be responsible for conducting outreach to community and behavioral health providers in order in order to increase awareness of the program and referrals.

This position is eligible for hybrid telework.

POSITION DUTIES

80% Grant Monitoring of Contracts/Tracking of Funding
  • Grant monitoring of Recovery Support grants with contract sub-vendors to ensure in accordance with the Behavioral Health Administration’s Conditions of Award/Scope of Work. The position will serve as the point of contact to the sub-vendors for the following programs:  Recovery Community Center, Wellness Recovery Center, Opioid Treatment Program (OTP)/Peer Support, Behavioral Health Crisis Center/Peer Support, Family Support, and Crisis Intervention Team (CIT).  Grant budget totals approximately $615,000 without salaries.
  • Submit program relevant data and updates monthly/quarterly/bi-annually to the Behavioral Health Administration (BHA)/Bureau Director by due dates.
  • Address contract vendor questions, and is the point of contact for the vendors, and provide technical assistance.
  • Monitor contract to ensure in compliance with performance standards, expense limits, and service provisions. Conduct grant monitoring/site visits bi-annually and submit audit documentation to the Behavioral Health Administration (BHA)/Bureau Director by due dates.
  • Track the number of placements and total expenses utilized by contracted services in scope of work. Coordinate with Fiscal Services on invoicing as needed.
  • Review/approve invoices associated with contracts in preparation for payment. Works with Fiscal Services/Contracts Unit to address any concerns with invoices, contracts, or purchase orders. Submit invoices to the Bureau Director for payment approval in a timely manner after ensuring the contract and purchase order have been executed and funding is sufficient.
  • Track contract expiration and renewal dates to mitigate gaps in services.  Work with the Contracts Unit to ensure contract creations, renewals and purchase orders are completed by due dates. Inform the Bureau Director of any contract creation/renewal/purchase order concerns, as soon as possible.
  • Draft new contract worksheets with new vendors. Work with the Contracts Unit to ensure contracts are drafted within specification. Gain final contract approval from Bureau Director.
  • Lead efforts working with the vendor to ensure 432 packets and 440s are submitted on time and adequately completed.

20% Behavioral Health Community Outreach/Program Coordination
  • Conduct outreach with community and behavioral health providers in order to increase awareness and referrals.
  • Investigate complaints/critical incidents.
  • Respond to complaints/critical incidents within five (5) business days.
  • Work with the Behavioral Health Administration (BHA)/Bureau Director to resolve complaints.  
  • Document complaints/critical incident and submits report to the Behavioral Health Administration (BHA)/Bureau Director by due date.
  • Conducts audits with Administrative System Organization (ASO) and Medicaid 
  • Review Performance Improvement Plans (PIP) completed by behavioral health providers.

Performs other related duties, including but not limited to:
  • Accept responsibility for special projects as assigned. 
  • Participate in appropriate professional education and training for roles and responsibilities of work assignments, as requested or approved by Supervisor.
  • Participate in Emergency Preparedness drills or actual events

MINIMUM QUALIFICATIONS

Education  A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Three years of professional experience in health services, two years must have been in the Health Services option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or      human service field for one year of the required general experience.

2. Experience in the Health Services option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care   Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
- Experience coordinating referrals for a broad array of community behavioral health resources.
- Experience with grant writing/budget monitoring and reporting status and data to funders. 
- Experience in planning and the organization of special projects, conducting internal/external presentations on programs and services. 
- Ability to work some evenings/weekends
