Main Purpose of Job

The Manger is an advanced level position within the Office of Gender Specific Services. This position will oversee the Sobriety, Treatment and Recovery Teams (START) Program. This is a child welfare led intervention for families with children 0-5 years old that will improve the outcomes for families affected by child maltreatment as well as parental substance abuse. This program is located in 13 jurisdictions within the state. The manager will work as the BHA point of contact with the START Programs implementation, oversight and evaluation. The position will be part of the steering committee for START and work in collaboration with DHS to ensure a smooth implementation of the project and will work with the Local Addiction Authority to hire family mentors for the program.

The Manager will also oversee two legislative mandates that involve child welfare. Substance Exposed New Born (Senate Bill 512) and Child Welfare Involved Families (House Bill 7). The candidate will also work with the Director of Gender Specific Services to develop, implement and maintain a standardized screening and referral process for substance exposed infants and child welfare involved families for several jurisdictions within the state. The position will be responsible for overseeing the programs that are funded through the Local Addiction Authority.

The position will serve as primary liaison with the Department of Human Services (DHS) Core Services Agencies (CSA), Local Addiction Authorities (LAA) and Local Departments of Social Services (LDSS) as well as community providers to oversee the various initiatives that are involved with child welfare. The Manager will ensure that established performance and outcome measures are achieved and documented within the project data collection system. The Manager will also work in several jurisdictions that have SB512 and HB7 counselors that work with child welfare involved families. The position will provide training and technical assistance to local jurisdictions when appropriate and provide updates and reports to BHA as needed. The position will collaborate with the Planning Office on monitoring services for PWWC and maintain a tracking system of all PWWC programs that receive federal funding from the Federal Block Grant.


Education:   A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Addiction professional work related to treatment and services to persons with alcohol or other substance addiction and two years must have been at the managerial or supervisory level.


1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.


The desired candidate should possess experience working with families that have been involved in the child welfare system, with a basic understanding of the child welfare system and experience working with other State agencies, Social Services Administration on collaborative initiatives.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
