Introduction
The Maryland
Historical Trust is the state agency dedicated to preserving and interpreting
the legacy of Maryland’s past. Through research, conservation and education,
the Maryland Historical Trust assists the people of Maryland in understanding
their historical and cultural heritage. Part of the Maryland Department of
Planning, the Maryland Historical Trust serves as Maryland’s State Historic
Preservation Office (SHPO) pursuant to the National Historic Preservation Act
of 1966.

LOCATION OF POSITION
Main Purpose of Job
The position is responsible for administering
federal and state grant programs for the Maryland Historical Trust (MHT). The
position is responsible for applying for and monitoring MHT’s Annual Historic
Preservation Award received from the National Park Service (NPS), including
compilation of federal reimbursement requests in accordance with federal
regulations and the National Historic Preservation Act. In addition, the position is responsible for
fiscal management of federal and reimbursable fund grants/agreements and MHT’s
state grant programs. As part of the MHT
Office of Management, the position works directly with the Chief of the Office
of Management, MHT Deputy Director, and MHT Director. By ensuring the effective
administration of MHT’s operations, this position directly supports MHT’s
mission to preserve and interpret the legacy of Maryland’s past through
research, conservation, and education.
POSITION DUTIES
Applying for and managing MHT’s Annual Historic Preservation
Award received from the National Park Service, including evaluating and
reporting on program effectiveness and accomplishments; performing financial
and staff time reporting and coordinating draws; and serving as MHT’s
representative and the primary point of contact with the National Park Service
regarding grant policies, procedures, requirements, and revisions.
Interpreting and providing guidance
on statute, regulations, and policies for state and federal grant programs.
Assisting staff with preparation
of applications for external grants and other funding opportunities.
Serving as a primary liaison with
other government agencies and staff for fiscal management of all revenue
generating grants, Cooperative Agreements and MOUs.
Preparing and overseeing the
preparation of grant agreements and contracts.
Determining allowability of costs
and accountability for fund expenditures.
Maintaining auditable records and
participating in audit process.
Reconciling federal reimbursable
grant fund accounts by determining accounts payable and receivable.
Overseeing, reviewing, and
approving payments.
Performing narrative and
financial reporting.
Assisting with budget
preparation, implementation, and close-out for grant-related activities.
Assisting as needed in MHT’s
Operations Management section, including performing reconciliation of the MHT
Working Fund, assisting with bank deposits, and serving as inventory officer.
Supervising two Assistant Grants
Managers (Agency Grants Specialist II).
MINIMUM QUALIFICATIONS
Experience: Nine years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
