Main Purpose of Job

The Maryland State Police Polygraph Director is responsible for the supervision, administration, coordination, and delivery of professional and effective polygraph services to the Department of State police and multiple allied agencies in support of the Department of State Police Mission Statement.

POSITION DUTIES

Supervises, assigns, coordinates and administers the Department of State Police pre-employment , criminal investigative, and administrative internal polygraph testing program.

Supervises, assigns, coordinates and administers correctional officers' applicant pre-employment polygraph examination program pursuant to MOU between the Department of State Police and the Department of Public Safety.

Supervises, assigns, coordinates and administers a post-conviction polygraph testing program for convicted sex offenders in compliance with Maryland law (Senate Bill 280 and House Bill 473) pursuant to MOU between the Department of State Police and the Department of Public Safety, Division of Parole and Probation.

Coordinates with police investigators, Department of Social Service workers, Division of Parole and Probation agents and administrators, State's Attorneys, victim advocates, sexual treatment providers, and sex offender registry personnel for the immediate investigative intervention following disclosures by convicted sex offenders.

Coordinates immediate police investigative action following new crime admissions made by convicted sex offenders.

Supervises and provides technical assistance and guidance to civilian and sworn Department polygraph examiners.

Ensures Department polygraph examiners maintain polygraph examiner certification by attending continuing education training.

Performs all essential job functions of a Department polygraph examiner.

Adheres to the code of ethics and standards of conduct established by the American Polygraph Association and American Society for Testing and Materials (ASTM).

Performs other related duties as assigned by the Department of State Police Criminal Enforcement Commander.

MINIMUM QUALIFICATIONS

Experience: Ten years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work for the required experience. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Five years of investigative experience with a recognized law enforcement agency.

2. Three years of experience administering polygraph examinations.

3. Certified to administer post-conviction sex offender polygraph examinations.

LIMITATIONS ON SELECTION

This is an INTERNAL RECRUITMENT limited to current Department of Maryland State Police full-time, permanent and contractual employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

 In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification are subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the employment Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED and QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
