Introduction

Maryland Department of Agriculture Resource Conservation program is looking for an experienced regional area coordinator.  The area coordinator will play a critical role in the development and implementation of local and state resource conservation area programs.

Main Purpose of Job

The area coordinator will serve as the MD Department of Agriculture (MDA) representative with seven soil conservation districts within the Western MD region of the state, assisting in development of local district programs to achieve state resource conservation goals.

POSITION DUTIES

Supervises and coordinates the work of state employees who are located in various district offices and are composted of district managers, planners, engineering technicians, technicians, secretaries, and subordinate staff of local resource conservation districts.

Serves as a resource person to district boards and staff of the local conservation districts in finances, personnel and communication needs.  Guides and assists boards of the local conservation districts in planning and implementing statewide programs at the local level, including public information, outreach, technical assistance and promotion of conservation programs.  Meets with soil conservation district Boards of Supervisors and staff within the assigned region to communicate information relating to state programs, policy or practices, identify or resolve issues and to further cooperative efforts relating to the Maryland Department of Agriculture or district programs, policies, and programs. 

Visits farms and sites where conservation practices are applied or installed, in performing reviews or appraisals.

Oversees compliances with state and federal environmental laws and regulations through consultation, negation, inspection, and investigation activities and initiate enforcement actions. 

Evaluates district/federal and Office of Resource Conservation program needs, makes recommendations, develops proposals to meet needs, and assists in securing resources, evaluates budget and funding requests.  Evaluates local program delivery implementation and assists in enhancement of local programs.

Plans, develops and coordinates training programs for subordinate staff and staff employed by the Boards of the local conservation districts.

Represents the Maryland Department of Agriculture at meetings, hearings and conferences with officials and representatives of local conservation districts, U.S. Department of Agriculture, federal, State, county and municipal agencies, the agricultural community, conservation interest groups, and, the general public in order to promote and coordinate efforts in resource conservation, water quality protection and related resource enhancement programs.

Participates in development of memoranda of understanding between the State Office of Resource Conservation, local conservation districts, federal agencies and local government jurisdictions.

Evaluates the needs of the district and the region in preparation of the budget and review funding requests.

Coordinates with local/federal/state and other agency staff to provide vehicles, equipment and office space and related services for employees. 

Performs other related duties, as assigned.

MINIMUM QUALIFICATIONS

Experience: Seven years of supervisory or administration experience in soil conservation, water quality protection or related agricultural or natural resource program.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of supervisory or administration experience in soil conservation, water quality protection or related agricultural or natural resource program for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in soil conservation classifications or soil conservation specialty codes in the soil conservation field of work on a year-for-year basis for the required experience.

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
