Main Purpose of Job

This position will be responsible for the preparation and management of both the annual operating budget and the quarterly budget projections for fifteen (15) local agencies, as well as for the Training Center, Distribution Center, and three private vendors, in association with the Maryland WIC Grant. This position will also be responsible for the budgeting of nine local agencies and three private vendors, in association with the Breastfeeding Peer Counselor (BFPC) Grant. Additionally, this position will manage expenditures for the Maryland WIC Program.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 credit hours for five years of required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional financial and administrative experience, including experience in debt management, auditing, and program compliance. He/she should also have experience with the Financial Management Information System (FMIS), including RSTARS and ADPICS. Additionally, the desired candidate should have experience with financial planning, budgeting, and policy analysis. 

Furthermore, the desired candidate should have experience reconciling accounting systems, as well as experience locating and researching errors; tracing discrepancies to source documents; making necessary adjustments; and, maintaining an audit trail. The desired candidate should also have experience reviewing documentation, analyzing for program compliance, and writing reports. Finally, the desired candidate should have professional experience with Google Suites, database software, and Microsoft Office applications, including Word and Excel.
