Introduction

The Maryland Department of Planning (Planning) promotes a vision for economic development, flexibility and local authority throughout Maryland. The agency helps Maryland's counties and municipalities in land use and resource planning and provides review and technical assistance on a variety of planning topics. In addition, Planning offers data, analysis and research assistance and policy development and implementation support to local governments as well as communities, businesses and other organizations.

As Planning monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio-economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. Planning supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions

POSITION DUTIES

The GIS Planner position performs updates to property (parcel) maps and underlying datasets and GIS data layers utilizing varied data produced both within and outside the Department. The end products from this project are tax assessment (property) maps and the MdProperty View/FINDER GIS products used by this and other State agencies to provide guidance, analysis, outreach, and support to ensure that all of the State’s natural resources, built environment and public assets are preserved and protected. Property Mapping supports the Administration’s (as well as public and private sector) interest in providing essential planning data, information, and analysis, and facilitating the real property assessment process with computerized geo-spatial planning tools. The position works with other staff from Planning, other State agencies, local governments, federal agencies, various stakeholders, and the public toward achieving State and Department Property Mapping goals.

Assist in the preparation of GIS maps and data to support Departmental projects and corresponding customized products made by the Department of Planning. These projects may originate internally or may be requested by external clients.  This includes the preparation, updating and plotting of tax assessment maps and the production of MdProperty View and related products.

Prepare and review different GIS map layers from varying sources to resolve discrepancies and produce accurate products for use in various planning projects.

Assist with the training and direction of subordinate professionals in GIS related software needed to support planning projects.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: One year of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for the required experience.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience working with ArcGIS software.

One year of experience working with cadastral data.

One year of experience working with land records.
