Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional V. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

POSITION DUTIES

The purpose of this job is to administer the overall day-to-day MDUI Human Resources division as the division HR Liaison for the Division of Unemployment Insurance. This position is responsible for day-to-day HR Liaison duties, assisting with the MDUI merit and contractual program. This position will also provide efficient and timely personnel services to all of Maryland's Division of Unemployment Insurance units and programs. This position will oversee and assist with the MDUI's PEP Program. This position will also plan and conduct procedural performance reviews (PPR) and internal security reviews as mandated by the Federal Department of Labor (DOL); to provide management tools to assess the adequacy of DUI'S current internal security and control program and to identify areas where controls are needed, require reinforcement or program improvement recommendations.

  • Responsible for ensuring the timely and efficient administration of the intermittent contractual program MDOL- Maryland Unemployment Insurance Division. Receives request for contractual employment, reviews personnel screening reports for selected contractual candidates and disseminate applications to hiring managers, and obtains MDOL’s Office of Fair Practice approval. 
  • Obtains fiscal approval, in order to ensure timely hiring and compensation for all MDUI contractual candidates. 
  • Responsible for overseeing and managing MDUI’s Performance Evaluation Program (PEP). Review PEPs for completeness and accuracy when received by supervisors. 
  • Prepares personnel-related confidential forms, letters, and other materials. Ensuring the security of all personnel files. Uses of various computer software to create, edit and electronically file documents. 
  • Conducts plans and organizes MDUI’s Procedural Performance Reviews.  Determines the scope and methodology of the review, including other security areas that could affect MDUI’s operation. Analyzes results to determine the efficiency and effectiveness of Internal Security operations. 
  • Make determinations of new hires when completing ISPI checks for those entering into employment with MDOL/ MDUI 
  • Assists in conducting in Internal Fact Findings/Investigations of MDUI Staff when necessary. Responsible for sensitive and confidential information that require complete discretion and judgement in release of information.  Participate on interview panels to select new hires.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Experience: Eight years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR four years of experience in administrative staff or professional staff work and an additional four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program  .

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR four years of experience in administrative staff or professional staff work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

SELECTIVE QUALIFICATIONS

Must have 3 years of experience with Microsoft (Word, Excel and PowerPoint.)

Experience writing fact-finding reports with Experience interviewing witnesses and professionals.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
