Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Tax Accountant III. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

This position is the advanced level of accounting work in the Reimbursable Employers’ Unit of the Accounting and Fund Management Section within the Contributions Division of the Division of Unemployment Insurance. The position maintains the reimbursable employers’ receivable system with respect to the unemployment insurance program and is responsible for accounting entries related to the program. The position requires extensive knowledge of Maryland unemployment insurance law with respect to employers that have been identified as reimbursable employers. This position also assists the Collateral Supervisor within the Unit with the annual renewal process, ensuring that reimbursable employers maintain adequate collateral pursuant to Maryland unemployment insurance law.

POSITION DUTIES

  • Upload quarterly data into MD unemployment Insurance Reimbursable Employers system, coordinates with information technology staff prior to generating the interest bills and correspondence.
  • Appropriately categorizes invoice for reimbursement of unemployment insurance benefits paid to claimants; generates interest bills and correspondence, review for accuracy with invoices according to employer account numbers and mail to the employers or representatives.
  • Prepares warrant listing, pursuant to Maryland Unemployment Insurance Law, of private non-profit employers and governmental entities having credit invoices. Maintain tracking system and files for warrants and refunds issued.
  • Prepares monthly and quarterly reports for reconciliation purpose.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor’s degree with 30 credit hours in accounting and/or related courses.

Experience: Three years of professional accounting experience or three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master’s degree in Accounting from an accredited college or university for two years of the required experience.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience in Microsoft Office (Word, Excel).

One year of experience preparing, analyzing, and interpreting financial reports and statements.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
