The Division of Finance and Administration is seeking an enthusiastic individual to serve as the Budget Analyst. The Analyst will supervise the Budget unit’s activities based upon the goals and priorities of the Department.

DHCD/DFA offers limited health benefits, a flexible work schedule and telework opportunities after six months of employment and the ability to work independently. Parking at the Lanham location is free but subject to change. In addition, contractual staff can earn 1 hour of paid time off for every 30 hours worked.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position serves as a Budget Analyst II within the Division of Finance and Administration. This position will be responsible for the many units in the Agency’s budgeting process of general, special, federal, and reimbursable funds from different revenue sources. This position will Assists other Budget analysts in working closely with program staff in formulation, submitting and defending Budget; accounting and reporting multi years expenditures and encumbrances in accordance with generally accepted accounting principles; time allocation (funding to a PIN level); monitoring actuals against authorized Budget; forecasting spending based upon trend analysis; coordinate with Procurement, Loan Accounting, Grant Accounting, and General Accounting in payment processing and management of existing and new grant applications or other municipal awards; Assists with maintenance of the current Budget system (BARS). Additionally, this position will not be involved in Fiscal Notes analysis, Grants Budgeting or monitoring, Revenue Fund source determination, and will not be presenting Budget meetings to programs.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.  

Experience: Two years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.  

Notes:                 

1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.               

2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.  

3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.  

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Please note: The Maryland Department of Housing and Community Development is not sponsoring new employees in application of the H-1B Visa at this time due to budgetary constraints. EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
