Introduction

The Maryland Department of Planning (MDP) is seeking a talented, energetic, and motivated professional to join its Infrastructure and Development Unit focusing on transportation, infrastructure, and resiliency planning at the state and local level.  The Infrastructure and Development Unit is leading the department’s effort to get more real-time data in the hands of local planning departments using GIS-enabled dashboards and offering a broader range of integrated data sets from across state agencies.  This position will use these data resources to assist local governments prepare their comprehensive plans to incorporate multi-modal transportation planning strategies and resilient infrastructure policies.  This planner also works with state agencies and local governments to monitor development activity statewide and provide policy recommendations on infrastructure improvements and land management strategies to promote economic development and sustainable communities.

This position is located at Planning headquarters at State Center in Baltimore City but provides hybrid working options for its employees. The office is within walking distance of light rail, Metro subway, historic neighborhoods, restaurants and cultural attractions.

Main Purpose of Job

The main purpose of this job is providing technical assistance focused on the infrastructure planning challenges that local governments are facing. Principal functions of this position include reviewing and commenting on local plans, providing technical assistance to local governments, and coordinating with other state agencies to address infrastructure planning concerns during the comprehensive plan preparation process and/or as part of plan implementation. This Infrastructure Planner will lead the department’s resiliency planning effort in collaboration with Planning’s Maryland Department of Emergency Management (MDEM) Liaison, assist local governments in preparing comprehensive plan updates to address local resilient infrastructure concerns, and assist the coordination and implementation of the Statewide Building Permit Reporting System.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Two years is the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Our preferred candidate will have:
 
Three years’ experience in one or more of the following: 

- Experience in local government and/or providing planning and related technical assistance to government and non-government organizations. Ideally, this experience should include a variety of issues, including transportation and infrastructure planning, long range and current planning, and community engagement. 

- Experience making public presentations and representing a department or organization on committees and other representative bodies.

- Experience managing and executing complex planning and community development projects that involve multiple stakeholders, sometimes competing interests, and the development of new communication channels

- Experience with office productivity software, GIS, web design and visualization tools such as WordPress, Sketch Up, Photoshop or similar.
