Main Purpose of Job

The Election Program Trainee performs all assigned responsibilities in a timely manner, under the guidance of the Election Director and in accordance with Election Laws of the State of Maryland, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to vote. The Election Program Trainee also performs a variety of complex secretarial duties requiring a thorough knowledge of election laws, rules and procedures; receives general supervision from Election Director and other designated administrative staff and is expected to exercise considerable tact, discretion and judgment in all areas of work. Responsible for filing candidates and keeping confidential records on registrants and candidates. Keeps registry updated and periodically mails Voter Notification Cards and Mail Confirmation Cards to registrants.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of general office experience including data entry, record filing and maintenance, multiline phone use, general computer skills and email software. General clerical, data processing, technical or administrative experience is defined as  work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.

Note: Candidates may substitute thirty credit hours from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Customer service experience

2. Data entry experience

3. Experience with communicating effectively verbally and writing in a professional environment

4. Experience using Microsoft Word and Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
