Main Purpose of Job

Under the direction of the Election Director, the primary responsibility of the Deputy Director is to organize, and coordinate programs and activities of the Cecil County Board of Elections in accordance with the Registration and Election Laws of Maryland, the Maryland Constitution, miscellaneous Maryland laws, and the Code of Maryland Regulations – Title 06 & Title 14 as well as rules, regulations and administrative directives disseminated by the Maryland State Board of Elections, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to vote and guarantee the efficiency, accuracy and candor of all elections.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election, and an additional four years of supervisory or management experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of supervisory experience or project management experience for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for four of the eight years of required experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience conducting an election in compliance with federal, state, and local laws.

2. Experience supervising election staff.

3. Experience training election workers.

4. Experience developing, preparing, presenting, and administering a financial budget.

5· Experience completing performance evaluations.

6· Experience communicating with staff, stakeholders, and the public in meetings and via online platforms.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
