Main Purpose of Job

The Election Director supervises and performs all responsibilities in a timely manner, in accordance with Registration and Election Laws of the State of Maryland, the Maryland Constitution, Miscellaneous Maryland Laws, and the Code of Maryland Regulations, Title 06 & Title 14 as well as rules, regulations and administrative directives promulgated by the State Board of Elections, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to vote, and to conduct accurate, fair and secure elections held within the Director's jurisdiction. The Election Director oversees and coordinates the day-to-day operations of a local election office to include voter registration program, absentee balloting program, provisional ballot program, Same Day Registration, redistricting precinct boundary program, candidate filing, ballot preparation, voting machine purchase, maintenance and site delivery, acquisition of polling places and early voting sites, and the recruitment and training of election judges.


Experience: Eight years of experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election, and an additional four years of supervisory or management experience.


1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of supervisory experience or project management experience for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for four of the eight years of required experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.


Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience applying federal, State and local election laws, regulations, statutes processes and procedures in a professional environment.
2. Experience supervising staff.  
3. Experience training adults.  
4. Experience preparing and administering a budget for a department, agency or company.


Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.


1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207 (d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
