Main Purpose of Job

Providing oversight, guidance, and expertise regarding mandated Work Programs to ensure the agency achieves federal and state work participation mandates and goals

Develop and lead initiatives to help customers to overcome barriers and become self-sufficient 

Formulating and implementing policies/procedures for all Family Investment (FI) programs 

Providing monitoring and oversight to FI staff concerning payment accuracy strategies 

Researching program findings/deficiencies/errors and developing corrective action plans 

Training staff on agency policies as required by upper-level staff 

Monitoring compliance with initiatives set forth from county, state, and federal programs

POSITION DUTIES

Coordinates and oversees the Work Programs for Harford County Department of Social Services (HCDSS).

Ensures HCDSS meets and/or exceeds federal and state Work Program goals and initiatives. 

Monitors progression of recipients navigating the work program. 

Identifies process deficiencies and opportunities for improvement. 

Guides supervisors to ensure the work of their teams results in the accurate and appropriate application and provision of public assistance benefits and services. 

Plans and implements staff assignments, schedules, training, and flexible program processes and procedures to achieve effective and efficient daily operations and service provision. 

Ensures data is entered timely and accurately into E&E and WORKS by staff and vendors.

Monitors vendor contracts to ensure all deliverables are being met.

MINIMUM QUALIFICATIONS

EXPERIENCE: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

NOTES:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Four years of supervisory experience. 

Two years of experience working directly with the FIA Work Programs to include: Temporary Cash Assistance, SNAP (supplemental nutritional assistance program), Foster Care Youth, and Non-Custodial employment program.  

Two years of experience writing policies and procedures.  

One year of experience with software programs to include E&E (Eligibility and Enrollment), Works, Microsoft Office Suite, and Google Office Suite.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
