Main Purpose of Job

Under the supervision of the Director of CAYAS (Child, Adolescent and Youth Services) this full-time contractual position will administer the Maryland Department of Health (MDH) Behavioral Health Administration's (BHA) specialized services focusing on children and adolescents including but not limited to programs, and initiatives relating to the integration of behavioral health consultation services into primary care practices, grants relating to expansion of healthcare workforce, and tele-education services, the Adolescent Hospital Overstay Grant Program (AHOGP) and others as assigned. This position will monitor, track and report progress regarding each of these programs/initiatives, as well as other specialized projects as assigned in accordance with the department’s goals.

This position will collaborate with other department and state level agencies regarding key issues in alignment with the Department's mission, including providing data and subject matter expertise on issues relating to the number of children and youth experiencing hospital overstays, evaluation of capacity shortages in behavioral healthcare workforce and competencies and help to improve the navigation experience within the system, and of these multi-system involved children and youth. A key function of this position may be is to provide education, and technical assistance to hospital staff in collaboration with other team members within the Children’s Cabinet and the Youth Resource Coordinating Council (YRCC), to function as an ombudsman and liaison with hospital discharge planners and county local care teams (LCTs), local social services departments, local school districts and regional teams under the Department of Disabilities.

This position plays a significant role in the mission of the Administration, the operation of CAYAS to support children and youth with intensive behavioral health needs, support that those needs are being met in the least restrictive environment, and to provide services for individuals in mental health or substance use crises which are central to BHA's priority populations.

This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Mental Health professional work related to treatment and development of mentally ill patients and four years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience with analytical thinking; establishing and fostering collaborative relationships; oral and written communication; multitasking/planning; time management/organizational skills; ability to work independently and within a team dynamic; leading a project from implementation to completion; decision making/problem solving skills; and, DSM-5 and ASAM experience. Nursing/Therapy experience working in a psychiatric or substance abuse treatment setting and a license as a therapist or nurse is also desired.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
