Introduction

This is a position Specific Recruitment for the Department of Assessments and Taxation, Tax Credit Audit Division. The resulting eligible list will be used to fill vacancies in this division.  Interested persons will need to reapply for future recruitments in this classification.

POSITION DUTIES

The Main purpose of this position is to serve as an internal auditor.

Reviews the accuracy of the income reported by tax credit applicants and the income verification work performed by tax credit employees within the specified timeline.  

Corresponds with taxpayers via telephone and written detailed letters of explanation to request repayment of tax credits, verify amount of tax credits and explain reasons for tax credit denials.  

Represents the Department at Property Tax Assessment Appeals Board (PTAAB) hearings and acts as a witness for the State of Maryland at Tax Court hearings.  

Interprets the Law, Departmental Policies or Court Decisions to determine what constitutes income for tax credit purposes.    

Corresponds with Local Finance Offices regarding the tax credit verification reports to determine if County requests for reimbursements are accurate or if reimbursements due to the State are appropriately credited to the Department.  

Performs any Special Quality Control projects assigned by the Associate Director, Program Manager or Deputy Program Manager.  

Gives presentations to the public as well as instructional classes to interested Government Agencies and/or Non-Profit Organizations.  

Performs other duties as assigned, including but not limited to, compliance with the requirements detailed in the Department’s Customer Service Policy and assistance with the ongoing training of internal staff.

MINIMUM QUALIFICATIONS

Experience:   Two years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the completion of 60 credit hours at an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience analyzing and interpreting data in order to apply rules, regulations and standards in accordance with laws.

Experience performing mathematical calculations.

Experience handling and preparing legal documents.

Experience responding to taxpayers via telephone, in person or in writing.

Experience giving presentations to public or private groups.

LIMITATIONS ON SELECTION

Must be willing to work in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
