Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for ADMINISTRATIVE SPECIALIST I in the Work Opportunity Tax Credit unit within the Office of Workforce Development (OWD).

Please be advised that travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The main purpose of the position is to support the Work Opportunity Tax Credit (WOTC) unit within the Division of Workforce Development and Adult Learning by providing administrative, technical and clerical assistance to the unit and to process applications. The position requires excellent communication skills, exemplary customer service skills and the ability to react within a fast-paced environment with competing priorities and tasks. The position requires ability to work with all other states and to process incoming and outgoing communications, including mail. Position will provide accurate and timely communication and work in a team environment. Will also promote, administer determine eligibility for the Tax Credit Programs.       

POSITION DUTIES

The position requires excellent communication skills, exemplary customer service skills and the ability to react within a fast-paced environment with competing priorities and tasks. The position requires ability to work with all other states and to process incoming and outgoing communications, including mail. Position will provide accurate and timely communication and work in a team environment. Will also promote, administer determine eligibility for the Tax Credit Programs.

Determine eligibility for State and federal tax credit programs by determining whether criteria for individual group has been met. This includes accessing TANF, Food Stamp and Supplemental Security Insurance (SSI) database records and dates of program enrollment Verifying Vocational Rehabilitation program participation and dates of participation by telephone and written contact with DORS staff Contacting VA representatives to verify veteran status Contacting Public Safety and Correctional Services staff to verify ex-felon status;  Reviewing submitted documentation and comparing to database records Researching Annotated Code of Maryland to determine if offense is a felony when unable to get information from Corrections, Parole and Probation Interacting with local jurisdictions Detention Centers for the same purposes. Administrative Unit Support-Process out-of-state requests within 48 hours. Complete other clerical tasks as assigned and provide exemplary customer service at all times Provides services to employers and consultants to fill their personnel needs

MINIMUM QUALIFICATIONS

Experience:   Two years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the completion of 60 credit hours at an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Six months experience reviewing and approving tax credit applications

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Microsoft Applications (Excel, Word);
Customer Service Experience (phone calls/emails) in a Business or Government setting;
Experience with entering data into databases

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

FURTHER INSTRUCTIONS

U.S. Military Veterans may qualify for additional bonus points towards certification. Any job offer will be contingent on the candidate providing a U.S. Military form DD 214 verifying honorable discharge from service prior to starting employment (and may be requested prior to interview). Permanent State employees do not need to submit proof of Veterans’ status.
