The Maryland Department of the Environment is seeking applicants to fill an Administrative Specialist I position within the Compliance Program/ Asbestos Division/ Air and Radiation Administration. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to ensure compliance with COMAR 26.11.23, Asbestos Accreditation, specifically 3rd party asbestos exam requirement. The incumbent in this position will assist the Asbestos Division in issuing Photo ID cards for the Maryland Asbestos Exam at Anne Arundel Community College and the Medical Monitoring program for State employees. The Administrative Specialist I will perform administrative activities within the Asbestos Division of the Air Quality Compliance Program. In addition, the incumbent will be responsible for ensuring that licensing, certification and monitoring of companies and individuals in the asbestos industry are accomplished according to State and federal regulations.

MINIMUM QUALIFICATIONS

Experience:   Two years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:
  • Proficient in Microsoft Office Word, Excel, and Access or similar databases;
  • Ability to speak Spanish.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Applicants meeting the minimum qualifications will be placed on the Eligible List categorized as BEST QUALIFIED. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
