The Land and Materials Administration, Oil Control Program/ Information Management & Quality Assurance Section is recruiting for an Administrative Specialist II. This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

POSITION DUTIES

The Administrative Specialist II will provide administrative support to the Compliance Division and Oil Control Program Administrator. The incumbent in this position will be responsible for maintaining tracking systems for the Underground Storage Tank (UST) heating oil audit inspections, Third Party Inspections, UST and Aboveground Storage Tank (AST) registration systems and statistical tracking databases. The incumbent is also responsible for documenting complaints and emergency spill reports for response, referral, and coordinating with the appropriate Oil Control Program personnel or the Emergency Response Division. The Administrative Specialist II will also provide database management and IT-related support to the Program. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

•         Experience using Microsoft Word, Excel, and Access
•         Experience using DocuWare
•         Experience using Structured Query Language (SQL)
•         Experience using Queries/ Reports
•         Experience using Visual Basic/ Macros
•         Experience using Windows PowerShell
•         Experience using a Multi-Function device (printer/ copier/ scanner)
•         Experience using a Desktop Scanner
•         Experience using an Environmental Tracking System (ETS)

LIMITATIONS ON SELECTION

This recruitment is limited to contractual and permanent employees of the The Maryland Department of the Environment only.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
