This is a position specific recruitment for the Maryland Department of the Environment, Land and Materials Administration. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Main Purpose of Job

This is an entry level position in the field of environmental regulatory compliance. The Environmental Compliance Specialist I will learn to inspect regulated facilities, mainly residential rental properties throughout the State to ensure compliance with current Maryland state laws, federal regulations, and local orders. In addition, duties may include compliance with environmental regulations, hazardous waste regulations, airborne particulate regulations, water pollution control regulations, regulations for the control of ionizing radiation, the Toxics Substances Control Act (TSCA), and Safe Water Drinking Act (SWDA) regulations. The incumbent in this position will provide technical support, evaluate, consult, and assist with information concerning lead hazards and associated multi-media regulations to State, local and private agencies and the general public. In addition, provide information regarding prevention, control, evaluation and oversight of standards related to rental properties statewide.

 

The incumbent will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.  

 

Working conditions of the position include:

  • Work involves exposure to uncomfortable or unpleasant surroundings.  The incumbent will be responsible for conducting inspections at homes/ residential properties that may be in stages of repairs throughout the State or assigned area. Field inspections may be performed during inclement weather.   
  • Work involves exposure to hazardous conditions which may result in injury. When necessary, the incumbent will use nitric acid as a preservative when collecting water samples. Potential exposure to low levels of radiation since instruments used to test for lead-in paint are equipped with radioactive sources.

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Willingness to work in the Baltimore Washington Metro area and the surrounding counties;
  • Experience conducting environmental inspections and investigations;
  • Knowledge of reviewing, interpreting, and advising the public regarding Federal, State, and local laws and regulations;
  • The ability to study, evaluate, track, and prepare technical reports regarding environmental activities and data;
  • Experience utilizing Microsoft Excel spreadsheets, Microsoft Access databases, or other statistical software to manage and evaluate data; including creating and producing reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

SELECTION PROCESS

Candidates may remain on the certified eligible list for a period of at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

The Maryland Department of the Environment has determined that this classifications necessitates the investigations and background check of the eligible individual for purposes of verification of suitability for employment. When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records and personal references. Continued employment in this position will be contingent upon the results of the background investigation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
