The Land and Materials Administration, Solid Waste Program is recruiting for an Environmental Compliance Specialist I. This is a position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
This is an entry level
position in the Compliance Division within the Solid Waste Program, Land and
Materials Administration. The main purpose of this position is to determine
regulatory compliance statuses of facilities and other types of properties for
the Solid Waste Program statewide. Working under close supervision, this
position enforces Maryland laws and regulations concerning sewage sludge
utilization, solid waste disposal, scrap tire management, natural wood waste
recycling and composting. The incumbent is responsible for
inspections, investigations, and initiating enforcement. The Environmental
Compliance Specialist I will provide technical, evaluative, consultative and
professional assistance concerning solid waste, sewage sludge, scrap tire,
natural wood waste and compost management as well as other multi-media
regulations such as water pollution control regulations, etc. to State and
local agencies and the private sector, as well as the public at large.
The incumbent in this
position will be required to travel to the following counties: Washington,
Frederick, Carroll, Howard, Montgomery, Prince George’s, Anne Arundel, Baltimore,
Baltimore City, Calvert, Charles and St. Mary's depending on the assigned
region. Inspectors typically have 2 - 4 Counties in their assigned
region. Assigned regions may be subject to change based on staffing or
priorities. The incumbent is required to report to the Baltimore Headquarters
office at least once a month.
The incumbent will be
required to drive a State vehicle. If you maintain an out-of-state
driving license, you must provide a certified copy of your driving record from
the appropriate Motor Vehicle Administration at the time of appointment.
Individuals must maintain a driver's license with no more than 5 points on
their driving record in order to drive
State vehicle.
Working conditions of the
position include:
· The work involved is mostly outdoors in all
weather conditions, and takes place at landfills, illegal garbage dumps, sludge
sites, scrap tire sites, refuse and sludge composting plants, wastewater
treatment plants and pelletizers, industrial waste landfills, and other
locations which may be considered highly odorous, unsightly, unsanitary, or
unpleasant.
· Landfills and other waste disposal sites are
usually very busy places with heavy equipment and heavy truck traffic, which
presents a physical danger to the inspector.
· The nature of the work may include moving
heavy objects such as truck tires which might be encountered at a scrap tire
collection facility or an open dump site; the use of shovels and hang-augers to
sample soil or waste; climbing ladders or catwalks at incinerators, pelletizers
and wastewater treatment plants, along with being capable of walking long
distances at landfills or bio-solids application sites.
· Special EPA approved personnel protective
training to use specialized equipment such as supplied-air-respirators is
required and is provided. Training courses attended by the incumbent includes
a 40-hour EPA and OSHA approved training session. Further training includes Air
Surveillance for Hazardous Materials, Hazardous Materials Incident Response
Operations Course, as well as annual 8 hour refresher training. Basic
protective equipment provided includes steel-toed boots, rain-and chemically
resistant outer garments, respirators, dust masks, assorted protective gloves,
goggles, hard hats, and earplugs. Incumbent is expected to provide
suitable work clothes for dirty, dusty environment and all weather conditions,
including very hot and very cold weather.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
Notes:
1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
· Knowledge of solid waste regulations or solid waste management;
· Degree in biology, chemistry, geology, Environmental or general sciences.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

Employees in

The Maryland
Department of the Environment (MDE) Medical Monitoring Program (MMP) is
designed to detect health risks or adverse effects of occupational exposure to
hazardous materials and to direct targeted treatment and occupational
illness/injury prevention strategies. MDE employees who may be exposed to
hazardous materials are required to participate in a pre-placement, regular
and/or post-termination medical examination. MDE has determined that this
position be part of the MMP; therefore, applicants selected for employment must
successfully complete and pass the medical monitoring examination as a
condition of employment. The Maryland Department of the Environment or may be
obtained at the Occupational Safety and Health Administration Website.
