Main Purpose of Job

The purpose of this position is to function as a Program Manager for the Out-of-Home Placement/Permanency Program.  The Out-of-Home Placement/Permanency Program Manager is responsible for the safety, permanency and well-being of all children in foster care.  The Program Manager provides oversight, supervision, and coaching to Unit Managers (second line supervisory staff) and other administrative staff.
At all times, the incumbent will provide customer service to both internal and external     customers that meet or exceed the standards set by the Department.  Conducts operations ethically; adheres to compliance requirements; provides discipline and structure that influences the staff awareness of and respect of operational controls.

POSITION DUTIES

Administrative
Organize and conduct staffing to provide case direction and oversight of the completion of Critical Incident Reports and Action Controls.
Ensure appropriate and effective execution of best practices in out-of-home placement/permanency.
Ensure monthly hand count is completed accurately and on time.
Ensure data is entered accurately and timely in MD CHESSIE.
Ensure Quality Service Reviews and Child Families Services Reviews are in compliance.
Ensure that the mandates of the LJ Consent Decree are in compliance.
Ensure 1900 children in foster care  receive timely and appropriate services as required by federal and state regulations and policies.

Supervision
Plan, organize and supervise the work of Unit Managers and administrative staff. Provide direction and administrative oversight to ensure quality services and provision and compliance with State and Federal laws and regulations.
Approve and monitor Workday and leave for employees.
Complete MS22s and PEPs for employees.
Evaluate work and provide feedback to employees.
Provide clinical supervision to licensed graduate social workers weekly.

Fiscal Responsibilities
Process all requests for One on One Supervision funding (over $500,000 annual).
Prepare and  monitor the Out-Of-Home Placement Budget.
Monitor the Time Limited Reunification Budget.
Provide management and oversight of the Flex Funds process.


MINIMUM QUALIFICATIONS

Education:   A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, six years must have been in an administrative, supervisory or consultative capacity.

Notes:

1. These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Possession of a LCSW-C license

DESIRED OR PREFERRED QUALIFICATIONS

Five years of experience working in Child Welfare program.

Three years of experience working in OUT-OF-HOME Placement or Foster Care program.

Three years of experience analyzing data to improve service delivery and outcome.

Five years of experience using Microsoft office products and Google docs and sheets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners prior to appointment.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
