Main Purpose of Job

Directly responsible for inventory and fleet management, assist and support the Director in contract compliance of the on-site management contractor in meeting contractual obligations of operating and managing Charlotte Hall Veterans Home a 454 bed skilled nursing and assisted living facility for veterans (350,000 sq. feet) on 126 acres.

This position supports the Maryland Department of Veterans Affairs and Charlotte Hall Veterans Home in the area of responsible property management, control of state assets and assuring Maryland Veterans received the benefits and services they are entitled in a safe and secure environment.

POSITION DUTIES

Inventory Management & Inventory Disposal – Supervise, monitor, coordinate, and record acquisitions and disposal of State equipment, property, and furniture.  Utilize Gov. Deals to dispose of State equipment.  Maintain inventory records and utilize inventory bar code system by using the Maryland Inventory Tracking System (MITS).  Conduct physical inventory of State property annually. Report missing inventory to Deputy Director.  Prepare necessary reports as directed by DGS Inventory Standards.  Monitor contractor’s staff in locating and relocating, property/inventory in a manner consistent with facility policy.  Make on-site decisions regarding inventory disposal, location and storage.  Identified to serve as department (MDVA) backup inventory manager.

Assist Deputy Director in oversight duties of management services contract compliance ($32 Million Annual Contract Value) with daily, weekly and monthly inspection of facility to include fire alarm drills, transportation/safety, vehicle maintenance/cleanliness, outside appearance of shrubs, lawn, sidewalks, parking lot, lights, furniture, inspection finding are documented, reported to the Deputy Director.  Create spreadsheets for contract oversight, reports and statistical information, utilizing Excel, Word, Outlook PowerPoint and Access software.

Responsible for monthly vehicle report for CHVA Fleet that identify vehicle mileage, maintenance repairs and inspections.  Responsible for vehicle accident reporting to include accurate and timely accident reports from driver(s) and responding police and immediate reporting accident details to MDVA.  Monitor and direct the repair of vehicle damage until vehicle is returned to service or replaced due to damage beyond repair.

Responsible for scheduling training and assuring that contractor staff participates in the training regarding Mobility of Seniors and Individuals with Disabilities Program wheelchair securement training, safe exiting for disabled seat belt safety, emergency procedures in evacuation of buses/vans.

Assist the Director in planning and executing special events, such as Volunteer Recognition, political visits, Memorial Day, Veterans Day. Holiday programs, etc. serves as the office back up for Contract Support Specialist oversight of volunteer program, activities program and donation tracking.  Greet staff, families, and residents, answer phones, takes messages, order and maintain office supplies, other duties as assigned.  

Responsible for monitoring vending machines to include primary contact with provider and person of contact for users that experience money loss.

Responsible for notification to Security of the need to raise or lower flags upon notification from the state.

Responsible for notifying security of the need to open/close the Chapel or White House for scheduled events.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the completion of 60 credit hours at an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred:(Inventory Specialist)  

Two years of experience in Fleet, Inventory and Procurement Management.  

Computer proficiency: Microsoft Word, Excel, Powerpoint and Access  

Ability to work independently, conduct studies and analyses of agency programs, procedures, and present reports and make sound recommendations for improvements. 

Outstanding organizational skills: ability to work independently, determine processes, gather information and prioritize tasks. 

Knowledge of HIPAA regulations
