LOCATION OF POSITION
POSITION DUTIES
Provides direct services
and counseling for juvenile applicants, cadets, and postgraduates of a
voluntary quasi-military
residential program. The Military Youth Counselor Program
Supervisor plans, directs,
and coordinates all phases of recruitment, placement, and mentoring (RPM) program
activities to encourage and assist juveniles in adopting and maintaining
positive life
skills. This position
has full supervisory responsibility plus programmatic responsibility for
planning, directing, and
coordinating direct services for the RPM Program.
Duties include, but are
not limited to:

Providing oversight, guidance and direction
for the Recruiting, Placement and Mentoring Department.

Supervises counseling/case management program and assigned
counseling/case manager personnel for the program.
·
Monitor monthly placement statistics and
submit monthly reports to the Program Coordinator and Program Director for
review.

Advises various staff on cadet program
activities and growth processes.
·
Develops and revises training curriculum and
mentor handbook based upon requirements set by the National Guard Bureau Youth
ChalleNGe Program office.

Develops and recommends the creation and
revision of stand operating procedures and policies for recruitment, placement,
and mentoring activities.
·
Coordinate and develop relationships with
educational, volunteer, employment, and military placement opportunities.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of experience providing direct services and counseling to juveniles in a quasi-military environment.
Notes:
1. Candidates may substitute sixty credit hours which includes 15 credit hours in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services, counseling, case management or supervision and guidance to youth in a community or residential setting for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned office in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work, on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
One
(1) year of experience in developing and recommending the creation and revision
of standard operating procedures.
Three
(3) years of experience providing direct services and counseling to juveniles
in a structured environment.
One
(1) year experience with developing and implementing employment and educational
opportunities for juveniles.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1.
Employees in this classification will be trained in cardiopulmonary
resuscitation and first aid leading to certification. These certifications must
be kept current as a requirement of residential childcare licensure by the
Department of Human Services.
2.
Employees in this classification may be assigned duties which require the
operation of a motor vehicle. Employees assigned such duties will be required
to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Candidates
for positions will be required to apply for a criminal background check as
required by the Family Law Article, Section 5-561, Annotated Code of Maryland,
as well as the ability to pass a Child Care and Federal background check to
access the military installation and a review of the National Sex register.
2. Employees in this
classification are required to successfully complete training as indicated by
the National Challenge Program, such as one-week basic course for all Challenge
Program staff and advanced courses on specific job responsibilities.
3. Employees in this
classification are subject to substance abuse testing in accordance with the
Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
4. This position also requires
a valid Maryland Motor Vehicle operator's license class C with less than 5
points in order to operate state vehicles.
5. Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
6. You must have your COVID vaccination for this position.
