POSITION DUTIES

This position supervises and implements the Mosquito Control Programs in Dorchester County, Somerset County and Talbot County. These are large, complex mosquito control programs which demand strong supervisory skills, technical lmowledge and the ability to manage substantial cost-share budgets. This position acts as a liaison between the State and County and Local jurisdictions to accomplish program goals under these cooperative agreements. This position also assists the Regional Administrator in the implementation, review and modification of these integrated mosquito management programs.

Directly supervises, manage and ensure compliance with Departmental policies and regulations in the mosquito control programs for Somerset, Dochester and Talbot counties. Independently plans, organizes, and supervises the work of subordinate staff, which may include professional, technical, administrative, clerical, or seasonal workers to conduct activities in the mosquito management program. Provide nuisance abatement services to customers as well as control options to prevent the emergence and spread of mosquito-borne disease for the general public. Oversees and manages a regional Open Marsh Water Management and source reduction projects. Manages fleet operations of vehicles, boats, amphibious heavy equipment, all-terain equipment and spray equipment owned by MDA or County. Coordinates with city, county, and state supervisors to manage these resources. Monitors expenditures against available budget throughout the mosquito season and assists in the preparation of annual billing statements, totaling approximately $600,000. Provides management assistance with communications involving County officials, County Finance Offices, and community HOA's/contacts concerning budget allocations, expenditures and service request/issues. Supervises, plans, and evaluates the mosquito control aerial spray program in the Eastern Shore Region. Collects and reviews data used to plan aerial applications. Schedules and supervises spray and flight crew staff.  Organizes, maintains, and orders equipment necessary for aerial applications to be performed efficiently. Completes all necessary paperwork for each application.

MINIMUM QUALIFICATIONS

Experience: Seven years experience in administrative staff or professional work.

Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.  

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and three years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience performing work in a local or state government Mosquito Control program.

Experience using ArcGIS, ArcCatalog or any other geospatial database

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
