Introduction

 *REPOST - Previous candidates need not apply* This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Main Purpose of Job

The overall purpose of this position is to provide financial data processing and tracking of federal programs managed within Chesapeake and Coastal Service including but not limited to, cooperative agreements/grants from the National Oceanic and Atmospheric Administration (NOAA) Coastal Zone Management Program (CZM); the NOAA Chesapeake Bay NERR-MD, the Environmental Protection Agency (EPA) Chesapeake Bay Implementation Grant (CBIG); Bureau of Ocean Energy Management (BOEM) and the United States Fish and Wildlife Service (USFWS) and Aquatic Resources Education (ARE) Grants. The incumbent oversees awarded budgets, spending schedules and project budgets. State and Federal procurement regulations must be followed in the above listed duties by interpreting rules, regulations and procedures. By providing financial data processing and tracking for these federal programs and assisting with other Unit activities, this position assists the Department of Natural Resources (DNR) in meeting its goals and objectives.

MINIMUM QUALIFICATIONS

Experience: Seven years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and three years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

SELECTIVE QUALIFICATIONS

One (1) year of experience auditing and/or processing invoices, including locating and researching errors; tracing discrepancies to source documents; making necessary adjustments; and, maintaining an audit trail.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience of governmental accounting standards, policies & procedures;
  • Experience in the use of the Financial Management Information System (FMIS);
  • Proficient in Microsoft Excel

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
