POSITION DUTIES

The main purpose of this full-time position will be to provide administrative support and act as a special assistant to the Chief of Staff, Dir of Admin Operations and Special Projects at OET, including but not limited to HR needs across multiple programs within OET, Data Office and MD-THINK. In addition, this position will assist with the coordination of Change Management effort in regards to centralized staff across MDH wide. OET has approximately 200 staff and 65 contractual positions both at the Preston Street location including Hospital Centers across Maryland. This position liaises with the Central Office of Human Resources along with coordinating with the local HR departments at the Hospital Centers ensuring that Policies and procedures are adhered to. This position will provide administrative assistance in the areas of Human Resources and other divisions. This position will also assist the Chief of Staff, Dir of Admin Operations and Special Projects in reviewing and submission of the budget. In addition, this position will prepare budgetary data for HR positions that is included in the quarterly projections and apprises management of budgetary status.

Duties will include but are not limited to: Management of the Personnel PIN Tracker Reviewing for approval/disapproval and subsequent processing of all personnel transactions, including hiring freeze exemption requests Updating position descriptions (MS-22) Recruitment Managing and completing paperwork for both Hiring and Onboarding Managing Offboarding communication and documentation Coordination and preparation of Performance Evaluations Schedule interviews Participate in interviews Manage SPP contracts Work closely with DBM, BMO and OET Finance offices Work with Managers and Directors to complete Reclass Requests Submit Acting Request (MS-345) Assist managers in carrying out discipline and counseling.

This position is telework eligible, operating on a hybrid schedule which is subject to change.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience within the State HR system;
  • Experience with and knowledge of the Reclass process, on and offboarding practices;
  • Experience creating and maintaining spreadsheets and databases;
  • Strong organizational skills;
  • Ability to multitask.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
