The Land & Materials Administration is recruiting for a contractual Natural Resources Planner I in the Mining Program, Abandoned Mine Lands Division,   This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Natural Resources Planner I is an entry level position in the Mining Program, Abandoned Mine Lands Division.   The incumbent in this position will assist higher-level Natural Resources Planners, Geologists and Regulatory and Compliance Engineers on assigned projects involving the development, design and construction of abandoned coal mine reclamation projects, evaluations/studies of abandoned coal mine issues, and the analysis of environmental and cultural resource impacts.  The incumbent in this position will learn to perform water sampling, site reconnaissance, wetland delineation, vegetation assessments and habitat evaluations for proposed abandoned mine reclamation projects.  The NRP I is responsible for  obtaining, compiling and analyzing data using Geographic Information Systems (GIS) software and developing written reports that describe cultural and environmental resource impacts and mitigation measures to be applied in abandoned mine project design and construction. 

This position will also write Environmental Assessments for proposed projects to comply with the National Environmental Policy Act including developing mapping, researching historical information, and coordinating consultations from local, State and federal agencies.

This position requires  knowledge involving analyzing environmental and cultural resource impacts and the practices used to mitigate those impacts, environmental permit requirements and excellent technical writing skills. 

The incumbent will provide input and assistance to Engineers, Geologists, Natural Resources Planners, and field technicians regarding environmental permit compliance and assistance in the Mining Program's water treatment efforts.

Working conditions of this position are as follows:

  • Work involves exposure to uncomfortable or unpleasant surroundings. 
  • Work involves exposure to hazardous conditions which may result in injury. 
  • Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc.
  • Work requires use of protective equipment such as goggles, gloves, mask, etc.

The incumbent in this position may be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver’s license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
