Main Purpose of Job

This full-time contractual position, under the supervision of the Director of CAYAS and the CAYAS Director of Service Capacity, Quality and Intensive Grant Services, will function as primary contact for the Adolescent Hospital Overstay Grant Program (AHOGP). This position will review all requests for placement under the AHOGP against the established criteria for the two placements under this program, consult with co-involved agencies as appropriate, assist with the identification and gathering of additional information and make a determination regarding appropriateness of a referral. This position will also monitor the progress of each youth placed under the AHOGP and assist in timely disposition planning and transition when a youth is no longer meeting the criteria for this program. Additionally, the role will report to the Director of CAYAS along with the Director of Service Capacity, Quality and Intensive Grant Services on systemic challenges to the timely disposition as they arise.

This position will collate various data from all Maryland hospitals daily to account for each child or youth who is experiencing overstays as a result of challenges identifying and coordinating appropriate placement. This position will support the department (including the 211 hospital (ER) overstay resource center) to collect information and share resources regarding the identification and data collection efforts regarding these youth. This position will serve as a consultant to hospital discharge planners, to local social services departments, local schools districts, regional teams under the Developmental Disabilities Administration (DDA) and to local behavioral health authorities (LBHAs) and local care teams (LCTs) regarding high intensity youth in hospital overstay. 

Specifically, this position will assist in obtaining the relevant information necessary in order to evaluate for admission eligibility for specialized “enhanced” residential treatment centers and “enhanced” DDA residential habilitative programs under the Adolescent Hospital Overstays Grant. This position will review regularly scheduled progress reports on these youth, monitor those youth admitted under this program for ongoing need for continued stay. Finally, this position will ensure the timely transition of these youth to community placements, in coordination with other relevant child serving agencies.

In addition, the position will identify, track and report various hospital overstay data, and collaborate with other child serving agencies to help improve the navigation experience within the system, provide education, and technical assistance to hospital staff in collaboration with other team members within the Children’s Cabinet and the Youth Resource Coordinating Council (YRCC). This position will support the efforts of the Department and the Children’s Cabinet to educate hospital staff on the types and levels of community and residential placements available, the process of placement, as well as on the roles of the LCTs, the LBHAs and the local departments of SSA/DHS regarding the needs of these youth in hospital overstay. As such this position will provide training and technical assistance regarding fidelity to the Children’s Cabinet Implementation Team (CCIT) coordination protocols for LCT engagement and Voluntary placement agreement (VPA) policy as well as the protocols in place for hospital discharge planning. This position will collaborate with the LBHAs and the local/regional crisis response and crisis stabilization services when appropriate.

This position plays a significant role in the mission of the Behavioral Health Administration (BHA), the operation of CAYAS to support children and youth with intensive behavioral health needs, support that those needs are being met in the least restrictive environment, and to provide services for individuals in mental health or substance use crises which are central to BHA's priority populations.

This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years must have been in the Mental Health option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or      human service field for one year of the required general experience.

2. Experience in the Mental Health option must be as follows: professional work related to treatment and services for   mentally ill patients.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience with analytical thinking; establishing and fostering collaborative relationships; oral and written communication; multitasking/planning; time management/organizational skills; ability to work independently and within a team dynamic; leading a project from implementation to completion; decision making/problem solving skills; and, DSM-5 and ASAM experience. Nursing/Therapy experience working in a psychiatric or substance abuse treatment setting and a license as a therapist or nurse is also desired.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
