Main Purpose of Job

The MDH Healthcare System comprises eleven MDH owned and operated healthcare facilities and 3 closed facilities including adult psychiatric hospitals, regional institutes for children and adolescents (RICAs), facilities for individuals with intellectual and developmental disabilities, and long term care hospitals. The MDH Healthcare System also includes the Office of Court Ordered Placements and Evaluations and Utilization Review. The eleven operating facilities are Spring Grove Hospital Center, Springfield Hospital Center, Clifton T. Perkins Hospital Center, Eastern Shore Hospital Center, Thomas B. Finan Center, John L. Gildner RICA, RICA-Baltimore, Potomac Center/SETT, Holly Center, Deer’s Head Hospital Center, and Western Maryland Hospital Center. The closed facilities include Crownsville, RICA-Southern Maryland, and Upper Shore Center. The MDH Healthcare System has 3,700 employees and cares for approximately 1,900 patients annually.

The main purpose of this full-time position will be to provide professional input and assistance in formulating and reviewing health policy for the MDH Healthcare System including legislative analysis, preparation of legislative proposals, and regulation development and changes. This position will provide support for the MDH Healthcare System Director and the MDH Healthcare System Leadership Team through policy analysis, program coordination, document preparation, research, and collaboration. This position will also conduct and support selected MDH Healthcare System program projects and other special projects as needed. This position will assist with and coordinate strategic planning activities in support of MDH Healthcare System initiatives. This position will also represent the Healthcare System in meetings and initiatives, and on task forces. In addition, this position will provide technical assistance in support of the MDH Healthcare System’s mission.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
