LOCATION OF POSITION

MDH, Maryland Prescription Drug Affordability Board, Bowie, MD

Main Purpose of Job

The Maryland Prescription Drug Affordability Board (PDAB, Board) is seeking a Health Policy Analyst Advanced to serve as a Policy and Special Projects Manager for the PDAB. This position will support the development and implementation of policies to promote prescription drug affordability in Maryland. Responsibilities will include serving as a project lead for key projects, priorities, and programs, serving as the legislative and intergovernmental liaison, serving as the regulation coordinator, and facilitating stakeholder engagement. The position will report to the Board and the Executive Director and support the Prescription Drug Affordability Stakeholder Council (Council).

The Maryland Prescription Drug Affordability Board is a first-of-its kind, independent agency of Maryland government that was created to protect State residents, State and local governments, commercial health plans, health care providers, pharmacies licensed in the State, and other stakeholders within the health care system from the high costs of prescription drug products.

The position will primarily be responsible for:

  • Serving as expert consultant and technical advisor to the Executive Director, Board Chair, Board members, Council members and other private sector and public sector audiences on strategic health policy development, delivery, evaluation, financing issues, health policy, regulatory issues, legislative policy goals, special projects, and other topics as assigned around prescription drug affordability.
  • Independently working at an advanced level analyzing, researching, and evaluating drug affordability policies, and developing recommendations addressing prescription drug affordability to the Board and the Council. This includes initiating, planning, and designing research projects on novel drug payment policies, summarizing the results of health care research outlined for the Board authorizing legislation, conducting research on a variety of drug policy topics, presenting to the Board and different stakeholders, and writing reports with actionable recommendations as mandated in the authorizing legislation.
  • Serve as a team lead to initiate, plan, design, and execute projects and reports, and develop strategy and work plans to take a policy from concept to implementation. The position serves as legislative liaison to manage legislative priorities, intergovernmental liaison to coordinate policies and work across state agencies, and as regulations coordinator to coordinate publishing regulations with AELR and the Division of State Documents.
  • Presenting to the PDAB and other audiences on legislative policy goals, special projects, and other topics as assigned. Supporting other members of the team in developing and implementing a strategic communications plan for PDAB. Support other members of the team in coordinating and responding to press inquiries with staff from PDAB and other State Agencies.

The ideal candidate must demonstrate strong organizational and time management skills as the role requires managing multiple projects. An interest in health policy related to drug policy is important. The individual will be expected to develop broad expertise in policy areas impacting the work of PDAB (including drug pricing, drug safety and quality, and strategies for reducing drug costs for consumers).

We are seeking a candidate who actively seeks information and opportunities, proposes solutions to problems, and takes a leadership role in their own development and growth. The candidate will align their work with PDAB's mission, the Governor’s high standards for customer service and work product, and the ethical and political sensitivity that is appropriate for public service.
