Main Purpose of Job

The main purpose of this position is to design, evaluate, analyze and research projects in order to improve the Programs in the Office of Medical Benefits Management (OMBM) and the Acute Care Administration (ACA). This position is responsible for initiating, planning, designing and executing the projects to determine programmatic and fiscal impact in OMBM. The position serves as an expert consultant and technical advisor on strategic health policy regarding delivery, evaluation and financing issues to the Deputy Director of the ACA, OMBM Director, Medicaid Director and other Executive staff. This position also provides technical support to other areas of the Medicaid program and state and private agencies in order to coordinate and implement these policies and projects. This position supervises one Health Policy Analyst and may work under a hybrid in office/telework schedule as recommended and approved by the Deputy Director of the ACA.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have high proficiency in Project management, meeting facilitation, leading teams and projects, stakeholder engagement skills, excellent written and oral communication skills, data analysis, experience with the Medicaid program and policy and MMIS experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
