Main Purpose of Job
To work as a crew leader for marsh and shoreline restoration, wetland enhancement and
wildlife habitat projects, and part of the marine construction crew assisting in the
construction of bulkheads, piers, boat ramps, jetties, dredging and any related projects
associated with improving our waterways. Also takes full responsibility for select
construction operations in the absences of the Agency Project Eng./Arch III.
The Department of Natural Resources, Engineering & Construction Unit, is currently accepting applications for a Waterways Improvement Technician III under direction of the Chief of In-House Construction Services. This position is responsible to work as a crew leader for marsh and shoreline restoration, wetland enhancement and wildlife habitat projects and part of the marine construction crew assisting in the construction of bulkheads, piers, boat ramps, jetties, dredging and any related projects associated with improving Maryland’s waterways. Applicants should have knowledge of the following: navigation and boat operations; design, methods and materials used in building piers, bulkheads, and jetties. Possess working knowledge of the Chesapeake Bay and other Maryland tidewaters, rules and regulations of the U.S. Coast Guard and Maryland Boat Act, maneuvering of barges into loading position by operating electric and pneumatic winches, deck safety of personnel and overall cleanliness of barges, ability to operate small boats, track loaders, backhoes and excavators. Applicants must have the ability to: Prepare engineering designs for waterway projects; to estimate costs of bulkheads, piers, jetties, marsh, shoreline, wetland projects and dredging operations; to interpret specifications; to sound bottoms and take samples; to supervise operations of boats, cranes, pile drivers, and hydraulic equipment. The general mission of the In-House Construction program is to provide all DNR facilities with a support system so the employee can have a safe and functional working environment and the general public can enjoy our treasured Chesapeake Bay, our diverse landscapes, and our natural resources. Applicant must also be in possession of a valid Maryland driver’s license.
Education: Graduation from an accredited high or possession of a high school equivalency certificate.
Experience: Eight years of experience in marine construction activities, including design and construction of piers, bulkheads and jetties; two years must have been in a supervisory position in the field of marine construction.
1. Candidates may substitute engineering education at an accredited college or university (approved by the Accreditation Board of Engineering and Technology) on a year-for-year basis for the required non-supervisory experience.
2. Candidates may substitute U.S. Armed Forces military experience as a noncommissioned officer in marine construction classifications and specialty codes in the waterways construction and marine engineering field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- A valid CDL License
- Experience with marine construction crew assisting in the construction of bulkheads, piers, boat ramps, jetties, dredging and any related projects associated with improving Maryland’s waterways.
- Experience preparing engineering designs for waterway projects, estimating costs of bulkheads, piers, jetties, marsh, shoreline, wetland projects and dredging operations, and interpreting specifications.
- Experience sounding bottoms and taking samples.
- Experience supervising operations of boats, cranes, pile drivers, and hydraulic equipment.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Applicant must also be in possession of a valid Maryland driver’s license. A CDL License is preferred but not required.

2. Employees in this classification must be willing to travel and be available for work in any part of the State, as work requires, subject to change of assignment.
